The eligible expenditure under this window shall be as provided at clauses (a to c) or for any other special project.
 
Subordinate Courts window
  • automation of the courts
  • court infrastructure
  • information kiosks
  • provision of court-related conveniences and amenities to the litigants
  • performance reward for the subordinate judiciary on the basis of supervision reports recommendations submitted by the inspection team of the High Courts.
Legal empowerment window
  • clinical legal aid to clients affected by violation of their fundamental rights by the executive especially on matters concerned with criminal justice
  • representation in public interest litigation
  • public awareness and legal literacy campaigns
  • awareness on environmental laws

Legal innovations window

  • innovations in teaching of legal education and development of curriculum, including funding of pilot projects;
  • improving standard of legal education;
  • efforts directed at improvements in professional standards of the legal professionals;

Funding Mechanism

  • The Governing Body shall allocate 10% share of income generated on the Fund to the special projects fund window for funding a project as specified in clause (g) of rule 10 of the AJDF Rules.
  • The Governing Body shall evaluate the proposals received and the funding shall be made available for the projects as approved by the Governing Body.
  • The concerned agency of the Province or region administering the project shall ensure proper utilization of the fund made available.
  • The concerned agency shall maintain and send annual and half yearly verified accounts of the project to the Governing Body.
  • The Governing Body may constitute a committee to evaluate the project for funding and monitor execution of its work if deemed necessary.

Accounting Procedures of the Access to Justice Development Fund (AJDF), 2005 for:

Special projects Fund in the Under-Developed Provinces and Regions

Performance of the Window:

It is the window which has more implications than any other window specifically focusing the rural and far flung areas of the country. The object of this window is to support the notified districts which are underdeveloped in the provinces to bring them at par with other developed districts by providing them addition funding for infrastructure, information technology, court related convenience, legal awareness and advocacy and other related areas. The Hon’ble Chief Justice of Pakistan / Chairman Governing Body in a meeting of the Governing Body held on January 07, 2012 directed that “ the Hon’ble Chief Justices of the respective High Courts to take personal interest in the preparation of special projects so that these deprived areas may be brought at par with other regions of the country”.  The underdeveloped areas / regions were notified as approved by the High Courts and provincial Governments as under:

FATA and Frontier Regions

The governing Body in its meeting held on March 16, 2013 decided that the allocated share of each High Court may be released and respective Chief Justices should prioritize the area on which this amount may be expended. Accordingly, the share allocation to each High Court was released as under:
